Ms. Esther WEE
President
Esther is the co-founder, president and boarding member of IIPCC Singapore chapter. She is IP Counsel at Eversheds Harry Elias LLP, Singapore and her expertise lies in devising and managing comprehensive IP filing and protection strategies: From advising pre-emptive measures in registering and securing IP rights, to initiating criminal and civil action against IP infringers through enforcement actions and/or litigation. She is also a registered patent, trademark and industrial design agent in Malaysia. Notably, apart from protection and enforcement strategies, Esther also assists clients in maximizing the return on their IP investment by advising on licensing or franchising agreements relating to corporate acquisitions, joint ventures and strategic business activities. Her clients include multinational corporations, publicly listed companies and SMEs from a diverse range of industries including IT, communications, electrical and electronics, biotechnology, green technology, pharmaceutical, food and beverage and retail.
She is also an avid speaker and advocate when it comes to educating the public and business owners on ways they can invest and market their IP assets so that it becomes a tool for profit rather than a liability. She has conducted many trainings/workshops on IP with different organizations including with the Malaysian Global Innovation & Creativity Centre (MaGIC) and Singapore’s DBS Bank Ltd’s SME Academy for SME Innovation.
Dr. Rex YEAP
Chair of IP Innopreneurship & Education Committee
Dr. Rex Yeap is the co-founder and Vice-Chairman IIPCC Singapore chapter. He is also a Partner of Invention Capital. His responsibilities include overseeing the creation and commercialization of innovative inventions and investing in and nurturing early-stage companies. Dr. Yeap is also a board member of the Business Angel Network (BANSEA) and an ASEAN Business Angel Alliance Director. Dr. Yeap holds a Master of Science (Distinction) from the University of Leeds and has conducted extensive research in developing several patented hedge fund systems. With over 30 years of experience in the Infocomm technology industry, he has worked across the value chain, including industry, government, and academia.

Dr. Yeap began his career in interactive digital media in the late 1980s, specifically in computer game design and development. In 1997, he was among the pioneering alumni of Kent Ridge Digital Labs, where he was involved in patent mapping and analysis. Since then, he has been continuously involved in numerous patent mapping, analysis, and strategy-related ventures. He has worked with a range of international clients in developing their IP road-mapping and commercialization strategies, utilizing proprietary and open innovation and patent analytics methodologies. Dr. Yeap co-founded 3i Analytics, where he and his team produced over 2000 original technology IP reports. Mr. Glenn LIM

Glenn Lim, founded CEO Asia to help bridge entrepreneurs across Asia in
recognising their achievements and successes as well as establishing a

Mr. Jason LOH
Industrial Networking Director
Jason Loh is a co-founder and board member of IIPCC Singapore. He is an innovator at heart with a mission to drive the growth of companies through the power of intellectual property. He is an advocate of active utilization of intangible assets and is an expert in developing brand, technology and growth strategies for private companies through global IP strategies, IP monetization, IP risk aversions, technology IP innovations and IP to business strategies. In recognition of his expertise in IP strategy, he has been named in IAM Strategy 300 since 2016.

He left his senior role as the ex-Head of Panasonic’s IP Group (ASEAN) and founded Piece Future, Asia’s Intellectual Property Investment Bank that serves as a vital key in the IP innovation ecosystem.

Jason holds numerous high-profile positions – ex-Head of Panasonic’s IP Group (ASEAN), executive advisor to UK’s Institute of Innovation Knowledge Exchange (IKE), IP advisory partner of i2P Ventures, and IP advisory partner of True Vine Capital Partners.
Mr. Matthew ENGLISH

Matthew English is a Singapore Registered Patent Attorney, and Australian Registered Patent and Trade Mark Attorney.
Matthew has extensive experience in the drafting and prosecution of patent applications in areas of technology including medical devices, additive manufacturing, semiconductors and renewable energy. In addition, he has been involved in litigation matters throughout Asia, Australia and Europe, including acting as an expert witness in several matters before the IP Court of Malaya.

Before entering the profession, Matthew worked in the R&D group of a listed Australian company, before moving to the University of Adelaide to manage a business unit of the Faculty of Engineering. Matthew is a graduate of the Foundation Course in Venture Capital and a Scope IP Consultant.
He holds a Bachelor of Engineering and an MBA from the University of Adelaide. Matthew entered the profession in 1998 with a leading Australian patent attorney firm, before moving to Singapore in 2004 to join Lloyd Wise, the predecessor of Marks & Clerk.

Matthew has been named an "IP Star" by Managing Intellectual Property from 2015 to 2022. He is listed in the 2017 & 2018 IAM Strategy 300 and as a ranked individual each year in the IAM Patent 1000 rankings since 2019.

Glenn leads Privacy Edge and Zavior in the cyber security sector. The goal is to help businesses become compliant in personal data protection and information security, as well as obtain ISO and local regulatory certifications.
Glenn is also a board member for trade organizations like SGDCC, IIPCC Singapore, and Brands For Good Asia. He contributes to community building and provides expertise in technical and business solutions.
Previously, Glenn was the Presale and Solution Architect Director at Tessaract.io, where he worked with Professional Services firms in various sectors. He bridged the gap between technical and business requirements, conducted technical scoping, and supported sales efforts. He was also involved in product direction, development, and implementation for potential clients.
Before that, Glenn worked in Corporate Innovation, facilitating collaboration between corporates, government agencies, and startups. He led workshops on building a culture of innovation, identified innovation champions, and developed problem statements and business strategies. He curated innovation programs in industries like Cybersecurity, Built Environment/Construction, and Real Estate/Facilities Management. Glenn also acted as a consultant and mediator in project scoping negotiations.
Mr. KK LIM
Chair of Regulatory & Technology Committee
KK has more than 30 years of experience in technology advisory and commercial matters, with a focus in representing clients and advising matters involving privacy and data protection, cybersecurity, mobile security, audit, and compliance advisory. This includes technology investments due diligence.
Apart from technology law, he is also involved in the emerging fields of cyber insurance and matters relating to the digital economy such as data governance, artificial intelligence and blockchain. His other practice areas include employment matters such as employment disputes, work injury compensation and trust & private wealth management.
Before being called to the Singapore Bar, KK worked for both the public and private sectors such as the Singapore Government, PLCs listed in Singapore and New York in the fields of technology policy, market research and information security consulting and data privacy including being the Chief Privacy Officer (APAC) for a global healthcare research company.
He holds multiple academic and professional qualifications in political science and psychology, law, IT systems & audit, cybersecurity incident, trust, estate planning and wealth management and was a board member of a trust company in both Singapore and Malaysia. He is a co-founder of the Association of Information Security Professionals (AiSP) and the founding chair of the Cybersecurity and Data Protection Committee of the Law Society of Singapore.
Ms. Wendy LOW
Vice Chair of IP Innovation Forum Committee
Wendy is the co-head of the intellectual property (IP), technology and
dispute department of Eldan Law LLP. Previously, she was a partner with
Rajah & Tann Singapore LLP, one of the largest law firms in Singapore
and Southeast Asia. Wendy has been profiled as one of the “50 IP
Litigators You Should Know” in the Asia Pacific region (Asia IP,
September 2013) and as IP Star by Managing IP in 2014, 2015 and 2016.
Her views on IP issues had also been featured in Reuters, Channel
NewsAsia, Business Times and Asia IP.

Some of the cases which have been reported in the media include MFM
Restaurant Pte Ltd and another v Fish & Co Restaurants Pte Ltd and
another appeal [2010] SGCA 36, in which Wendy successfully acted for the
Appellant in reducing its assessed damages before the Court of Appeal.
She also acted for the plaintiff in Elbow Holdings Pte Ltd v Marina Bay
Sands Pte Ltd [2014] SGHC 26 in having Marina Bay Sands’ discovery
appeal dismissed notwithstanding their objection that the documents
requested concern state secret under the Official Secrets Act, and for
Japanese anime copyright owners in pre-action discovery applications
against Internet Service Providers and copyright infringement claims
against BitTorrent downloaders.

Previously, Wendy was also involved in a series of patent revocation
proceedings filed by Cargill against Martek which dispute resulted in a
landmark appeal concerning an infant formula patent. This is the first
time the Singapore Court of Appeal had to consider the jurisdictional
powers of the High Court in hearing appeals from patent decisions issued
by the Intellectual Property Office of Singapore (Martek Biosciences
Corp v Cargill International Trading Pte Ltd [2010] SGCA 51), and the
appeal was eventually resolved in favour of Cargill. She had also
represented one of the defendants against the proprietor of the famous
“thumbdrive” patent infringement claim (Trek Technology (Singapore)
Pte Ltd v Ritronics Components (S’pore) Pte Ltd [2007] 1 SLR(R) 846).
Wendy is a regular speaker at IP and innovation related forums, and she
is also the co-editor of the Halsbury's Laws of Singapore volume on
e-commerce.
Mr. Remi CHOONG

Remi is Principal of Elev8.vc, Singapore's premier early-stage deep tech VC fund. He founded three companies before kickstarting his venture capital career at a sovereign VC fund. As one of the most experienced deep-tech investors in the region, Remi has personally closed deep-tech deals across technology verticals such as quantum computing, air mobility, space-tech, biotech, and autonomous vehicles. A number of these companies have made successful exits through the years.
Dr. Kwong Joo LECK
Treasurer
Dr. Kwong Joo LECK is an executive member of IIPCC Singapore. His career has spanned multiple disciplines. He was a psychologist, scientist, entrepreneur and inventor and presently, he is a senior patent examiner with IPOS international. He has won multiple scholarships and awards during his career and he has been actively volunteering in governmental and non-governmental organizations to further the health and the progress of human society.
Mr. Kim Tean NG

Mr Kim Tean Ng a board member of IIPCC Singapore. He is also the Chairman of Nanyang Law LLC
His primary areas of law practice are fund managements, corporate restructurings, commercial and company laws. His other area of expertise also includes intellectual property law; his many years of hands-on experience have exposed him to all aspects of intellectual property in Singapore and various foreign countries.
Mr Ng was a 2-term President of the Singapore Inventors’ Development Association, a Part-time Lecturer at NTU; and an Adjunct Faculty of SMU. He was a member of the Examination Committee for Patent Agents and a Fellow of the Intellectual Property Technology Consultant Registry.
Mr Ng, an engineer-turned-lawyer, holds a B.Eng. (Elect), NUS and a LL.B. (Hons), London. He is also qualified as a UK Barrister, a Singapore qualified lawyer and a Registered Patent Agent.

I'm an IP Strategist at IPOS International. I love to hear from passionate entrepreneurs about how they are working to make this world a better place, how they want to touch lives around them and make a real difference. I try to match that passion and do-good spirit with my IP management, IP advisory and tech transfer expertise. I believe it can help them realise the value of their innovation and take them one-step closer to making a real-world difference.
My work as an IP Strategist allows me to empower innovative enterprises to manage and use IP for sustained growth and success. It also gives me the opportunity to help public agencies develop holistic IP management policies so they too can play a part in IP creation, management and commercialisation. Being in touch with both the public and private sectors keeps me grounded and helps me understand the challenges and opportunities on both sides of the aisle. Dr. Rendy TAN

Dr. Rendy Tan is a strong proponent of Strategy, Foresighting, Open Innovation, and a Builder of Innovation and Business Eco-systems. Dr. Tan has over the last decade led and/or managed innovation/commercial activities by building Consortiums, creating Strategic Public-Private Partnerships, and establishing Corporate Innovation Systems. At the core of these activities, he sees strategic Intellectual Property Management as a vital key for Corporations to thrive.
Recently, Dr. Tan established a Trade Secret Management system for Omya and is Globally in charge of Trade Secrets for the Multi-National Corporation.
