Mr. Jason CHEN

Jason Chen, is the president of IIPCC (GBA) Hong Kong chapter. He has over 18 years in i-banking and VC investments experiences in the APAC region, particularly, China, HK, and Singapore. Mr Chen has served senior positions in institutions including Citicorp (Singapore), Citic (HK), Quam Capital, to name a few. Jason led over a dozen IPOs and M&As, and has managed VC/PE funds with AUM over US$500m, and invested many high-growth tech companies. Jason has also served as board of director/senior executive of some HK listcos.

In recent years, Jason has actively supported technology innovation and entrepreneurship. He co-founded a couple of tech startups, most of these have received several rounds of funding by renowned VCs.

He graduated from Nanyang Technological University(“NTU”) with a bachelor of Engineering, and Hong Kong University of Science and Technology(“HKUST”), with a masters of business administration.

Jason is currently the President of HKUST Alumni Association Shenzhen; President of NTU Alumni Association Hong Kong; a Member of the NTU Global Alumni Council; and Vice-President of GBA Alliance of HK Universities.

Jason is also serving as President of the Federation of Industry & Commerce HK North District, Expert of Shenzhen International Financial Research Association Think Tank; Shenzhen Technology Expert Committee Expert; Professional Mentor of Hong Kong Science Park; and awarded Nanyang Outstanding Young Alumni Award by NTU.


Mr. Frank LEE

Frank is the co-founder of the International IP Commercialization Council HK (GBA) Chapter. 

He is a part-qualified UK patent attorney at Marks & Clerk (HK). He specializes in patents and designs, and has extensive experience dealing with mechanical, biomedical, electrical, electronics, computer, and software innovations. He works closely with Engineers, Scientists, Academics, and Entrepreneurs in the region. 

Frank is actively involved in the local and regional startup scene. He is a regular speaker and a mentor for various local and regional accelerator programs, including the Founder Institute, one of the world's largest pre-seed startup accelerator.

Before joining the IP profession, Frank was a Researcher at the MRI Research Lab at the University of Hong Kong, focused on magnetic resonance imaging (MRI) systems and applications as well as signal and image processing. Previously, Frank served as an in-house IP manager/director at Techtronic Industries, a leading global power tool and electronic equipment manufacturer, where he managed the IP portfolio for APAC and EMEA regions as well as enforcement of IP assets and other contentious matters.


Mr. Vincent CHAN

Vincent CH Chan is a Director (Senior Managing Director and Head of Asia, 2006-2021) of Samena Capital, a principal investment group with AUM of USD 390m. He has over 30 years of Asian private equity track record and has invested over 80 investments in technology and growth companies in China, Taiwan, Korea and South East Asia. Notable exits include BENQ, China Motion, Coolpad, 3721, Toodou, CGEN & Canadian Solar in the technology arena and
Port Design and China City Guard in traditional sectors. Vincent was the Founding CEO for 8 years of Spring Capital, an independent early growth fund in China and HK with AUM of USD 250m. Vincent was previously a Managing Director, Head of North Asia and IC of JAFCO Asia, managing USD 570m technology funds in Series A and B for 7 years.

Prior to JAFCO Asia, Vincent was a growth investor with Suez Asia and HSBC PrivateEquity (Asia) based in Hong Kong. Vincent commenced his professional career in Standard Chartered’s corporate finance division there.
Vincent received a B.A. from the University of Hong Kong and an MBA from the
Manchester Business School, and also obtained a CFA charter. He is currently the Co-President of the Hong Kong Venture Capital and Private Equity Association (Chairman 2005/06), a member of the Main Board and GEM Listing Review Committees of the Hong Kong Stock Exchange, a Board Member of the Hong Kong Foundation for the University of Manchester, a Member of the University of Hong Kong Investments Sub-Committee managing the endowment funds of USD 3 billion, a Senior Adviser (former Board Member) a n d C h a i r o f I C of the HKU School of Professional and Continuing Education, the IC Member of Corporate Venture Fund of HK Science and Technology Parks, a panel member of the Resolvability Review Tribunal and a panel member of the Securities and Futures Appeals Tribunal.

Vincent was a member of the Main Board and GEM Listing Committee of the Hong KongStock Exchange (2007-12), a member of the Public Shareholders Group of the Hong Kong Securities and Futures Commission (2005-11), members of Innovation and Technology Advisory Committee (2006-10) and Information & Communication Technology Services Advisory Committee (2005-08) of the HK Trade Development Council, a Director of the Manchester Business School Leadership Board (2010-19) and a member of the Disciplinary
Panel of the Hong Kong Institute of Certified Public Accountants (2006-13). He received the award as the 2011 Outstanding Alumni of the University of Manchester.

In the China context, Vincent was named a Top 10 Venture Capitalist in China by Zero2IPO in 2002, 2003, 2004 and 2006. He was also selected as one of the 10 “Most Influential Venture Capitalists in China” by Top Capital in 2005 and was ranked Number 9th as China Best Venture Capitalists by Forbes Magazine in December 2015.

Mr. Duncan CHIU

Duncan is the President of the Hong Kong Information Technology Joint Council (HKITJC), the Chairman of Lai Yuen Company Limited and the Managing Director of Radiant Venture Capital Limited. He graduated from Pepperdine University in the United States with a bachelor's degree in Business Administration. Over the years, he has been enthusiastic about participating in IT, cultural and entertainment related investment projects and also social affairs.

For the last 20 years, Duncan has been actively engaged in the IT sector and
has invested in technology corporations and start-ups in Greater China, North
America and Israel. A number of them have been listed on the stock exchanges
in Hong Kong and overseas. In 2014, he co-founded Radiant Venture Capital
which mainly invests in early-stage tech startups and now has more than 30
technology startup investments in its portfolio.

As the President of HKITJC, Duncan also regularly participates in and organises
technology and entrepreneurship exchanges and sharing activities and
frequently serves as mentor of startup companies. Supporting innovation and
entrepreneurship development in Hong Kong, making recommendations and
suggestions on the government's IT policies and promoting China-Hong Kong
integration are HKITJC's main advocacies.

Duncan also participates in several other roles regarding the establishment of
the Greater Bay Area. In March of 2018, Duncan was appointed as Chief
Representative of Hengqin Free Trade Zone (Hong Kong) Representative Office. In July of the same year, HKITJC and One Country Two Systems Research Institute jointly composed a research report on the innovation and technology development of the Greater Bay Area and explored the role and opportunity for Hong Kong. There were more than a hundred proposals and suggestions for innovation and technology policy and strategic development of the Greater Bay Area.

In addition, HKITJC has organised various events over the years. In 2017, it
hosted "Delegation of the Hong Kong Leaders in Innovation and Technology
Sectors" in Beijing with the aim for encouraging exchanges, improving
understanding of Mainland's IT development and strengthening communication within the industry.
